4DW DESK · TRADE NOTE

While Europe argued about the EU-Mercosur agreement, the agreement quietly started working. Provisional application of the interim trade deal began on 1 May 2026.

A EUROPEAN MARKET STREET

The full association agreement is parked at the European Court of Justice — Parliament voted 334-324 in January to request a legal opinion first, a detour of roughly 16-18 months. But the trade pillar did not wait: the Council approved it, Brazil ratified in February, and provisional application is now live.

What changed on paper

Duties phase out on 92% of Mercosur exports to the EU (and 91% in the other direction). For protein, the headline items are a 99,000-tonne beef quota at a 7.5% in-quota tariff — against today's 20%-plus rates — and a brand-new 180,000-tonne duty-free poultry quota, phased in across six annual tranches.

THE PROTEIN LINES OF THE AGREEMENT

None of this floods any market — 99,000 t is around 1.5% of EU beef consumption. What it does is change margins and mindsets: quota rents get repriced, EU importers start building Mercosur programs they can defend legally, and every South American exporter recalculates its Europe math.

Watch the calendar

Provisional application can run for years while ratification grinds on — that is exactly what happened with other EU deals. Contracts being signed today already price the new quotas.

Our desk ships to Europe weekly under CAT 3 and human-consumption categories. If your procurement plan still assumes 2025 tariff math on Mercosur origin, it is already out of date — worth a conversation.

Frequently asked questions

What is the EU-Mercosur beef quota?

The EU-Mercosur deal opens a 99,000-tonne beef quota at a 7.5% in-quota tariff, down from today's 20%-plus rates, phased in over six annual tranches. At roughly 1.5% of EU beef consumption it reprices margins and quota rents rather than flooding the European market.

When did the EU-Mercosur agreement take effect?

Provisional application of the interim trade deal began on 1 May 2026, after the Council approved it and Brazil ratified in February. The full association agreement remains parked at the European Court of Justice — a detour of roughly 16-18 months following Parliament's 334-324 vote in January.

How much poultry can Mercosur send to the EU duty-free?

The agreement creates a brand-new 180,000-tonne duty-free poultry quota, phased in across six annual tranches. Alongside beef, duties phase out on 92% of Mercosur exports to the EU, prompting importers to build defensible Mercosur programs and every South American exporter to recalculate its Europe math.
