On 3 September 2026 Brazil is due to drop off the European Union's list of authorised exporters of animal products — not over a disease, not over a residue scandal, but over paperwork on antibiotics. Four weeks remain.

What actually happened

On 12 May 2026 the European Commission announced that Brazil would be removed from the list of third countries authorised to export animals and products of animal origin to the bloc, effective 3 September 2026. The legal basis is the EU's mirror measure on antimicrobials: products entering the EU must come from systems that do not use antimicrobials the EU reserves for human medicine, or use them as growth promoters.

Brazil replied within days. MAPA and the private sector sent technical clarifications; ABPA stated the country is "fully compliant with EU requirements, including those related to the regulation of antimicrobial use". On 5 June 2026 the Commission published an update that kept Brazil off the list, saying it had not received sufficient information that the required measures would be in place by the deadline.

Why this one is different

Most market closures are sanitary: a bird flu case, a Newcastle detection, a plant delisting. They open again when the outbreak is closed. This one is documentary — the bloc is asking for proof of a control system, not for the absence of an event. That changes the fix and the timeline. As one exporter put it to S&P Global:

The discussion is regulatory. The bloc is seeking documentary proof, full traceability, and sanitary assurances.

Brazil's response has moved in that direction: alongside MAPA's technical dossier, the cattle chain has introduced a private certification protocol for antimicrobial-free production — effectively building the audit trail the EU is asking to see. The question is whether a protocol launched in 2026 can evidence the history the Commission wants by September.

A different rulebook

The list at issue governs products of animal origin for human consumption. CAT-3 raw material for European pet food moves under a separate framework — Regulation (EC) 1069/2009 on animal by-products, with its own approvals and certificates. Different track, different paperwork: confirm your own product line by line with your certifier rather than assuming either outcome.

What to watch between now and September

Three markers. The Official Journal — the removal needs publication for final legal effect, and a reversal would show up the same way. MAPA's normative output — a binding instrument restricting the remaining substances would answer the Commission more convincingly than a letter. And the Mercosur–EU quotas, in force since 1 May 2026, which set how much of this trade is duty-free and therefore how much of it is worth fighting for.
