Two details change the game. First, the poultry TRQ does not arrive all at once — it ramps across six annual tranches to the full 180,000 tonnes, so the early years are tighter than the number suggests. Second, the new volumes stack: Brazil keeps its existing 15,050-tonne WTO poultry line and the 10,000-tonne Hilton beef quota on top.

The out-of-quota reality

Once a year's quota fills, cargo does not stop — it just gets expensive, snapping back to the full MFN tariff (north of 20% for beef). That rewards whoever ships early in the quota year and whoever has the paperwork ready to move first.
